The President of the National Assembly of Ecuador, Virgilio Saquicela, convened a plenary session at 10:45 a.m. local time (15:45 GMT) on Tuesday to discuss the report, which the Oversight Commission had failed to approve and against which impeachment was attempted to initiate the President William Lasso.

According to the appeal, “the impeachment procedure initiated against the President of the Republic, Guillermo Lasso, must be resolved, since the necessary votes have not been reached and the draft report has no value and no legal effect”.
The decision is based on Article 142 of the Organic Law of the Legislative Body, which stipulates that if the required vote is not achieved in the permanent and occasional technical commissions in the processing of bills and inspection procedures, the time limit for the law ends for the plenary session of the National Assembly to take note of brought.

At the same time, Saquicela pointed out that, taking into account Article 8 of the Organic Law of the legislative function, a simple majority is required to define this fact.

In this spirit, Assembly members Roberto Cuero, Gabriela Molina and Comps Córdova from the Unión por la Esperanza; Pablo Muentes from the Social Christian Party (PSC) and Bruno Segovia (ex-Pachakutik) opposed the report.
