The designation of a long-term offender assigned to a predator who kidnapped a complete stranger in the hopes of raping her may have allowed him to avoid re-offending as his predatory behavior forced him back into custody.
Almost ten years after his conviction for kidnapping and threatening to rape a random woman in the parking lot of a Longueuil business, Dominic Badia appears to have changed little.
Authorities fear that the 46-year-old is still developing predatory reflexes: He recently took a photo of an unknown woman in a public place without her knowledge and saved the image on his phone.
A “highly concerning” fact, according to Canada's Parole Board, particularly given that at the time of the abduction he was harboring a fantasy of sexually assaulting an unknown woman.
Strict supervision
“You are my property. “You scream, I'll kill you,” the man said to his prey in June 2013, before attacking her and throwing her into the back seat of his car. He quickly informed his victim of his intentions: he was going to rape her.
But he couldn't carry out his plan because he was chased by car by a good Samaritan who witnessed the kidnapping. After freeing his victim, he fled. The police found him sitting in a tree.

As part of his long-term care, he was subject to several restrictive conditions and strict supervision.
In particular, when checking the contents of her phone, the photo of the unknown woman was found. Authorities also discovered that he was having conversations with a woman without disclosing the relationship, as he was required to do.

Worrying mindset
According to the team in charge of this close monitoring, his risk is “no longer manageable in the community”, particularly with regard to the presence of sexual concerns, but also given his inability to “challenge his behavior and his way of thinking” .
Badia hoped that he could be released despite these failures, but Commissioner Micheline Beaubien concluded “that no surveillance program can adequately protect society from the risk of recidivism.” [qu’il présente] “.

This is also the second time his long-term supervision has been suspended since his sentence ended at the end of 2021.
