(ANSA) – ROME, FEBRUARY 14 – The European Union has added Russia to the list of tax havens. The list approved today by the Cabinet of Commerce Ministers now includes American Samoa, Anguilla, the Bahamas, British Virgin Islands, Costa Rica, Fiji, Guam, Marshall Islands, Palau, Panama, Samoa, Trinidad and Tobago, Turks and Caicos, US Virgin Islands and Vanuatu. For the EU, they are “non-cooperative jurisdictions for tax purposes”. Russia will be added to the list, the Council said, after the Code of Conduct Group reviewed new Russian legislation adopted in 2022 against tax good governance criteria and found that Russia was meeting its obligation to address the harmful aspects of a special regime for taxpayers addressing international states has not complied with holding companies.
