In a speech she will give in Toronto on Monday, Foreign Minister Mélanie Joly wants to remind people that “even in times of war there are rules” and reiterate Canada’s call for a humanitarian ceasefire.

In her preliminary remarks available to the QMI agency, the minister reported a “human tragedy” in Gaza and denounced “attacks by extremist settlers” in the West Bank.
“Israel, like all states, has the right to defend itself against terrorist attacks. It is obliged to do this in accordance with international law. Because even in times of crisis there are principles. Even in times of war there are rules,” she emphasizes.

Ms. Joly added that 400 Canadians are currently stuck in Gaza, while recalling that seven Canadians died in the Hamas attack and two more could still be held hostage.
