Given the latest polls, the Caquistes are stunned. However, they need to stay the course and solve less glamorous problems in 2024 that will have a big impact on a wide range of issues.
The DPJ and the fate of broken children
Minister Carmant is valued in the National Assembly and no one doubts his values. He must use his capital of sympathy and mobilize his faction to fulfill a major national task and protect these children once and for all.
The justice system
The shortage of staff in Quebec's courts has consequences that we can no longer sweep under the rug. Just like the shortage of nursing staff in hospitals, things are also going slowly in the courts because there is a lack of staff. There is an urgent need to carry out large-scale recruitment campaigns for the next year for: clerks, special police officers, bailiffs, correctional officers and judicial assistants.
LTransport and public transport agency
CDPQ Infra has developed transport expertise that no one at REM questions. The new transportation agency must become the public arm of the CDPQ and take over management. Rather than starting from scratch, the agency must have the same authority as the CDPQ to ensure the agility needed to deliver large projects. A new tender system must be introduced quickly, with a much larger expropriation radius than in Paris, so that the public benefits from the enrichment of these new infrastructures. The CDPQ should outsource the employees who have worked on the REM for three to five years to the new agency in order to immediately start the team on large structuring projects. It would be beneficial to include Quebec City employees who worked on the tram.
Reform of the construction industry
Quebec performs worse in terms of productivity on construction sites due to far too many trades. The fact that there are 25 construction industries in Quebec and 7 in Ontario leads to significant costs and delays in major projects: schools, hospitals, daycare centers, retirement homes, roads, etc. Boulet has started this, but it needs to go much further and faster .
