Former NYPD cop found guilty of stalking family in New Jersey on behalf of Chinese government

A retired NYPD sergeant has been convicted of stalking a family in New Jersey with two others on behalf of the Chinese government

  • Michael McMahon, Zhu Yong and Zheng Congying were all found guilty in federal court in Brooklyn
  • Former NYPD police officer McMahon was also convicted of being an unregistered foreign agent

Three men have been found guilty of stalking a family in New Jersey on behalf of the Chinese government.

Michael McMahon, a retired NYPD sergeant, Zhu Yong and Zheng Congying, both Chinese citizens, were found guilty of stalking and related conspiracy in federal court in Brooklyn.

Yong and McMahon were also found guilty of acting as unregistered foreign agents and Yong was convicted on a second conspiracy charge.

Each of the men played a role in Operation Fox Hunt – a campaign which the Justice Department said is part of the Communist Party’s effort to control Chinese citizens around the world.

The case is the first the Justice Department has prosecuted to fight the operation. The charges against the three men were announced in 2020.

Xu Jin, a former Chinese government official who moved to the United States over a decade ago, was the target of the conspiracy organized by government officials.

Communication between the men began in 2016 when Yong contacted McMahon, who had worked as a private investigator.

McMahon’s attorney claims he assumed Yong worked for a private company that wanted money back.

He then conducted surveillance for five days spread over six months in 2016 and 2017, and unearthed records of Jin’s whereabouts.
