From $61,000 to $114,000: Two Lévis city councilors almost doubled their salaries

Two Lévis city councilors almost doubled their salaries between 2021 and 2022 due to their new roles on the city's executive committee.

Isabelle Demers and Amélie Landry both saw their salaries rise from $61,153 to $114,580. These 87% increases are the two largest percentage increases among Quebec's elected municipal representatives between 2021 and 2022.

“In 2021 we were regular advisors. In December 2021, after the elections, the mayor will be elected [Gilles Lehouillier] appoints us to the board. In the city of Lévis it’s about $60,000 for the board alone,” explains Isabelle Demers.

Ms. Demers, who is now the elected finance officer, says the workload that comes with serving in the executive branch is commensurate with the salary.

“It's more work, but above all more responsibility. “24 hours a day. The workload has more than doubled,” she assures.

Two jobs

Before 2022, Ms. Demers and Ms. Landry held another job in addition to the municipal council position in Lévis, the seventh-largest municipality in Quebec.

“I had no life left. During my lunch break I answered emails from citizens. At 5 p.m. I closed my computer and opened my city computer,” says Isabelle Demers, who had a 90 percent assignment for a financial institution.

The elected official explains that “regular” consultants’ compensation was recently adjusted from about $61,000 to $71,000.

“We changed the structure exactly so that a consultant who is not at the management level can have a more attractive salary than someone who just wants to do that,” she says.

Even at that salary, two elected officials kept other jobs.

In Lévis, salaries for elected officials and the mayor are capped. They do not receive compensation for supra-municipal bodies such as the Metropolitan Community of Quebec.
