Israel's War Cabinet meets to discuss Egypt's proposal to release more hostages held by terrorists in Gaza. This was reported by Jewish media, as reported by the Times of Israel. The Egyptian plan, reportedly opposed by Hamas and Islamic Jihad, calls for an end to hostilities in Gaza Hamas is relinquishing control of the Gaza Strip in exchange for a permanent ceasefire and the release of all remaining hostages in three phases.
The phases of the plan
The first phase of Egypt's plan calls for the suspension of hostilities for two weeks, which can be extended to three or four weeks, in return for the release of 40 hostages: women, minors and elderly men, especially the sick. In return, Israel would release 120 Palestinian security prisoners.
During this period, hostilities would cease, Israeli tanks would be withdrawn and humanitarian aid would enter the Gaza Strip. The second phase would include an Egyptian-sponsored “Palestinian national dialogue” aimed at ending divisions between Palestinian factions – mainly the Fatah-dominated Palestinian Authority and Hamas – and forming an interim government in the West Bank and Gaza Strip to oversee the reconstruction of the Gaza Strip and pave the way for Palestinian parliamentary and presidential elections.
The third phase would include a comprehensive ceasefire and the release of the remaining Israeli hostages, including soldiers, in exchange for a yet-to-be-determined number of Palestinian prisoners in Israeli prisons linked to Hamas and Islamic Jihad – including those held after October 7th were arrested and some convicted of serious terrorist offenses. At that point, Israel would withdraw its forces from Gaza cities and allow displaced people from the north of the enclave to return to their homes.
