This is the moment a Georgia county commissioner was found passed out on the sidewalk by police before becoming unruly as paramedics tried to treat her.

The September incident was captured in shocking bodycam footage and recently released. In the video, police find Felicia Franklin, vice chair of the Clayton County Board of Commissioners, outside a sports bar. She is then put into an ambulance, where she screams, thrashes and resists the attending doctors.

Video of an interview with police a few days after the incident shows officers telling Franklin they had evidence that she had had five drinks, even though she claimed she had only had one glass of wine and one cocktail.

Franklin had claimed she was drugged with a date rape drug and had a “deeply personal and disturbing experience”.

But police have contradicted her account, claiming there were no signs of the drug in her system and that she instead tested positive for alcohol and cannabis – and a video from the sports bar showed Franklin being served drinks and dancing.

She has since been relieved of her role as deputy chairwoman after the incident was discovered, but remains an elected official in the county.

Franklin had been attending an event on the evening of September 29 when police found her passed out outside the 404 Sports Bar and Grill in Morrow, Georgia.

Police bodycam footage shows her screaming and crying, at one point yelling, “I don’t know what they gave me,” before she begins cursing at emergency personnel.

As she became increasingly violent, staff had to tie her to a hospital bed and hold her hands.

At other points, she yelled at them to “get my shit out of their face” and told them to get her mother.

When an officer told her, “Ma’am, you’re about to go to jail,” she replied, “I don’t give a fuck, get it out of my face.”

The rescue workers finally manage to get her to the hospital, where she is transferred to a bed and becomes even more upset and calls for her mother.

In the video, her friend can be heard saying that she recently had a sinus infection and was taking medication.

After the video surfaced, Franklin was voted out of her position as vice chair on October 23, with chair Jeff Turner saying, “The video spoke for itself.” What more can we say?

“We represent the citizens of Clayton County and must ensure that we present ourselves in a way that our citizens will be proud of us.”

During the meeting to vote her out, Franklin reportedly called the move illegal and said she would run for the board chair seat.

She posted on Facebook: “Today two of my political opponents are holding a special meeting to replace me as acting chief executive with another commissioner.”

“This move by them will free up more time for me a month early so I can fully commit to being elected to the chair’s seat so we can finally move our county forward.”

In the days following the incident, she said she had a “very traumatic and unfortunate experience” and posted on Facebook: “Medics believe I was drugged with a GHB pill, better known as date rape.” Pill,” and this incident shook me to the core.

They said they viewed a video that showed Franklin entering the 404 Sports Bar & Grill alone and ordering several drinks. They added: “She had probably had 3.5 to 4 drinks, then a sip of beer.”

Stewart said: “She refused a blood test but had a urine test which was positive for cannabinoids, also known as cannabis.”

Sgt Stewart told the case was “closed” and emergency services had decided not to press charges.

404 Sports Bar and Grill shared a statement saying, “We assure you that the safety and well-being of our guests has always been and will continue to be our top priority.”
