The former minister wrote a presentation on “Engaging the world: the construction of Hamas’s foreign policy,” which was published in Brazil before the attack on Israel
Special Adviser to the President of the Republic, Celso Amorim, said he was “encouraged” by the idea that the Hamas group “could play a central role in restoring Palestinian rights.” The former minister’s speech is part of the presentation of the Portuguese version of the book “Engaging the world: the construction of Hamas’s Foreign Policy”, written by British researcher Daud Abdullah.
The work was published in Brazil in March 2023. before the October 7 attacks.
Here’s what Amorim wrote: “As a staunch defender of Palestinian rights and an advocate for a solution through peaceful means, the author’s final words were a great encouragement to me: “Through greater diplomatic efforts and global alliances, Hamas can play a central role in the recovery “Play ‘Palestinian Rights’.”
The excerpt is part of Amorim’s presentation for the Portuguese version of the work (read the full text below). The former minister also explains that during the first two terms of office of President Luiz Inácio Lula da Silva (PT), the Brazilian government defended a “broad and nondiscriminatory dialogue” between the Palestinians and was “strongly involved in the fight for a fair and fair dialogue “I have introduced a peaceful solution to the conflict in the Middle East.”

“‘Palestine represents one of the great moral and political concerns of our time, uniting people everywhere.'” This undeniable truth is reaffirmed in the final chapter of this comprehensive study of “the making of Hamas’s foreign policy.” During my time as Foreign Minister, during the government of President Lula, Brazil was deeply committed to a fair and peaceful solution to the conflict in the Middle East. One of our last foreign policy decisions was to recognize Palestine as an independent and sovereign state. This bold move sparked a series of similar movements in Latin America and beyond in the Global South, contributing to overall progress toward a solution through the UN General Assembly. During this time, in our private conversations, President Lula and I strongly defended a broad and nondiscriminatory dialogue among the Palestinians. Our representative in Ramallah visited Gaza and held talks with Hamas officials. It was with great interest that I reviewed Daud Abdullah’s wellresearched work, which illuminates a key aspect of Hamas’s development: its international dimension. As a strong supporter of Palestinian rights and a supporter of a solution through peaceful means, I was greatly encouraged by the author’s final words: “Through greater diplomatic efforts and global alliances, Hamas can play a central role in restoring Palestinian rights.”
On its website, Memo Editora, responsible for publishing the book, explains that the work written by Daud Abdullah offers a “different approach to the one usually presented to the Brazilian public, especially by the conventional media,” about Hamas. He also says it is an “honest analysis of Hamas, without caricatures, idealizations and free of prejudice.”
