A delegation of Hamas officials is expected to travel to Cairo today to present their “observations” on an Egyptian plan for a ceasefire, the Times of Israel reports. The plan was presented to representatives of Hamas and Islamic Jihad last week when leaders of both groups visited the Egyptian capital.
Sources close to Hamas say Cairo's three-phase plan calls for renewable ceasefires, a staggered release of Israeli hostages in exchange for Palestinian prisoners in Israel and, ultimately, a ceasefire to end the war sparked by the deadly Oct. 7 attack.
The document also calls for the formation of a Palestinian government of technocrats after talks with “all Palestinian factions” that will be responsible for governing and rebuilding Gaza after the war. The Hamas official, speaking on condition of anonymity, told AFP about the planned visit by the Qatar-based Hamas politburo.
Yesterday Egypt confirmed that it had submitted a framework proposal to end the war.

UNRWA: “Israel fired on one of our convoys in Gaza”
The United Nations relief agency for Palestinian refugees, UNRWA, said the Israeli army fired on one of its aid convoys in the Gaza Strip, causing no casualties. “Israeli soldiers fired on an aid convoy that was returning from the northern Gaza Strip and taking a route specified by the army.
