Many of the secret household affairs have to do with the police. But there are others that evoke Alexander Hamiltonthe first secretary of treasure and one of America’s socalled “Founding Fathers,” a tribute to his role in finding solutions to localfederal tensions.
Hamilton’s recent fame has to do with the multiawardwinning musical written by Lin Mirandaall sung in rap, about the trajectory of this extraordinary character, born in Nevis in the Antilles in 1755 and killed in a duel with the in 1804 US Vice President🇧🇷
Understandably, the musical is not about Hamilton’s contributions to shaping the economic incentives for a wellfunctioning federation. But that is the heart of Federal Minister Rosa Weber’s historic vote on the secret budget.

The Brazilian solution to localfederal tensions has an exotic name (contingency), the explanation of which Hamilton would perfectly understand: it is simply to let gentlemen in Parliament make any number of changes to the budget law, all strictly ecclesiastical interest, because the executive branch is ultimately the one who decides which ones to execute.
This was the essential formula for the working of the coalition presidentialismas the minister’s vote stated: in politics, there is harmony between the regional and the national.
2015 however with the Constitutional Amendment 86the system was rocked by a disturbing innovation: the mandatory implementation of individual and bank changes, albeit with a global limit.
