The CNESST paints an unflattering picture of the implementation of the Occupational Safety and Health Act and the regulations on preventive measures against psychosocial risks in the city of Saint-Antonin.
According to the report, a copy of which was obtained by our news service, there is a lack of management within the walls of City Hall. Inspector Isabelle Desbiens speaks of a lack of sense of belonging and pride among workers and points to situations that were perceived as interference by members of the local council. She adds that the city does not adequately inform workers about the risks associated with their work and does not provide them with adequate education, training and supervision to ensure they have the knowledge to safely carry out the work entrusted to them.
The inspector also finds that there are discrepancies and questions related to the roles and responsibilities of all employees. In her opinion, these differences and the lack of a clear definition of each person’s roles lead to disagreements and conflicts. The inspector therefore requires that the employer sets out in writing the responsibilities and authorities of all parties within the municipality.
In the interest of efficiency and impartiality, Isabelle Desbiens expects a third party to intervene in this process, such as the Ministry of Municipal Affairs and Housing.
