The head of a construction company in Saint-Elzéar (Beauce) is accused of fraudulently obtaining millions of dollars in subsidies following the historic 2019 floods in Beauce.
Bernard Breton of Constructions B. Breton et Fils Inc. will appear at the Saint-Joseph-de-Beauce courthouse on November 24.
The 68-year-old is accused of fraud and using forged documents and is said to have obtained several million dollars from the General Financial Assistance Program during disasters.
Because this is a Quebec government subsidy program, the investigation was conducted by the Permanent Anti-Corruption Unit (UPAC).
UPAC is currently not providing any precise information about the amount of the alleged fraud.
Modus operandi
“Our investigation tends to show that Bernard Breton created false tenders for the execution of demolition works in order to obtain contracts on behalf of the victims, thereby taking advantage of the amounts allocated under the general financial assistance program of the Ministry of Public Security,” explains Mathieu Galarneau, spokesman from UPAC.
Details of his plan will be revealed when the defendant appears in court.
