There is much talk about the severe lack of affordable housing across Quebec as July 1st approaches. However, the state of the province’s HLM inventory is so poor that many public housing units are not even habitable. In Montreal, for example, there are more than 500. The situation is very different in Rimouski, where the city’s housing department found a unique way to renovate its 690 HLMs. Jean-Sébastien Cloutier’s report.
