A little girl, less than an hour old, was found in a shopping bag by a walker with a dog in sub-freezing temperatures in east London, police said.

The abandoned newborn, named Elsa by hospital staff after the main character in the Disney film Frozen, was discovered at the junction of Greenway and High Street South in Newham by a dog walker.

According to Metropolitan Police Chief Inspector Simon Crick, the handler heard the child crying and then found him in the bag.

Temperatures dropped to a bitter 24 degrees Fahrenheit and the handler “kept the little girl warm” until an ambulance arrived.

“I am pleased to report that she was not injured in any way,” Chief Superintendent Simon Crick told a news conference. He also revealed that the baby is doing “fine.”

Crick said the handler didn't know how long the baby remained there and encouraged the mother to come forward and get help.

“We are extremely concerned for her welfare as she will have endured a traumatic ordeal,” Crick said. He said the mother would most likely need medical attention after the birth and advised her: “Please seek help no matter what your circumstances may be.”

Police are examining surveillance cameras around the busy intersection and are urging anyone who saw anything to come forward.

Last month, a couple adopted a Florida baby who was left in the woods an hour after he was born.

The baby was found to be still attached to the placenta after a local resident heard her cries.

The neighbor thought it was a screaming cat, but when the screaming started again, she went outside and realized they were human screams.

The child was found wrapped in “some old blankets” and in temperatures around 50°C.
