At the time, he was suspected of being a sleeper agent for the al-Qaeda terrorist group responsible for the September 11, 2001, attacks. He is arrested and subsequently imprisoned for 21 months. Mr. Charkaoui takes his case to court, which results in his release, albeit under strict conditions.

Despite this difficult history, the RCMP does not appear to have blocked his application to own and purchase firearms. Police refuse to comment specifically on the case of Mr. Charkaoui or any other Canadian for whom a security certificate has been issued, asserting that “all requests are subject to strict scrutiny.”
