Military measures to combat crime stand out in Brazil

Members of the Aviation, Army and Navy also operate in Lake Itaipu (which was artificially created in 1982 on the Brazil-Paraguay border on the Paraná River) with the aim of preventing the trafficking of drugs, weapons and other species in the three locations and to suppress crime.

Such establishment of the so-called Guarantee of Law and Order (GLO) and the actions of the Armed Forces in anchorages and airfields were authorized by Decree 11,765, signed by President Luiz Inácio Lula da Silva and Ministers José Múcio Monteiro (Defense) and Flávio Dino (Justice and Public Safety).

There has been an escalation of violence in these areas in recent weeks.

In Rio, for example, criminals burned 35 buses and even a train cabin and caused chaos in seven neighborhoods in the western part of the capital Rio de Janeiro after a militia leader was eliminated in a civilian police operation.

The deployment of around 3,700 soldiers in preventive and repressive actions takes place in the ports of Santos (Sao Paulo), Rio and Itaguaí (Rio).

Likewise in the flight terminals of Guarulhos (Sao Paulo) and Tom Jobim (Rio).

The decree stipulates that the army and air force must increase their operations along Brazil’s borders.

The Navy must strengthen its preventive and repressive measures in the Guanabara and Sepetiba bays, both in Rio, at the sea accesses to the port of Santos and in the Brazilian part of Lake Itaipu. The military will not monitor streets and neighborhoods.

The Bundeswehr will be deployed in security operations in ports and airports until May 3, 2024.

According to the federal government, this is the first time that a GLO mission considers certain areas of federal control and does not interfere with the actions of the states or the federal district.

According to the Ministry of Defense, this is a specific operation for the three ports and the two airports.

The entire operation takes place in coordination with public security organizations such as the federal and federal highway police.

The GLO is a military operation that brings together the armed forces on the orders of the President of the Republic. Such a measure is used in serious situations of disorder when traditional forces have been exhausted.
