More than 130 Quebec-appointed executives earn more than PM

They are 134 state-appointed executives who pocketed compensation with allowances and allowances higher than Prime Minister François Legault’s in 2021-2022, and 161 executives received a check for $200,000.

As it has done every year since 2015, on May 15 the government unveiled the salaries of its executives, particularly in healthcare and state-owned enterprises, deputy ministers, ministers, delegates and chiefs of staff.

At the end of March, three executives received base salaries in excess of $500,000 and fourteen between $300,000 and $499,999.

Of the party, former National Director of Public Health Horacio Arruda was always included with an allowance of $319,700 with his allowances.

For his part, the one who has temporarily held his position since January and Deputy Assistant Minister in the General Directorate of Public Health, Luc Boileau, received $323,840. That’s a jump of nearly 7% in one year, allowing him to join the $300,000+ club in government.

In total, 161 executives have earned more than $200,000.

A growing number

In 2020-2021, Prime Minister François Legault received a salary of $205,793, including $95,704 as Deputy Prime Minister and $100,489 for his duties as Prime Minister. He also received $9,600 in service fees.

Unlike the compensation of CEOs of Crown companies or the No. 1 at the Caisse de dépôt et Placement du Québec (CDPQ), Mr. Legault’s salary has remained stable since the 2018 election.

In 2019-2020 there were around 120 senior position holders or CEOs earning more than the head of government, then 127 in the next cohort.

In recent weeks, the total compensation of $6.3 million paid to CDPQ CEO Charles Emond has attracted much media attention. His fixed base salary of $550,000 puts him 2nd in the executive rankings. However, this ranking does not take bonuses into account.

At the top of this Quebec State base salary scale, we again find Hydro-Quebec President Sophie Brochu with her $598,560. She also received a bonus of $269,232 for the last fiscal year.

The trio of $500,000+ was completed with Investissement Québec CEO Guy LeBlanc. His ground allowance is set at $500,000. He earned $650,000 in 2021-22, up 5.7% year over year.

Koskinen still in the list

On the ministers’ side, the total salary with that of an MP reached $177,082.

François Legault’s chief of staff, Martin Koskinen, again received more than the prime minister, or $249,321 with his allowances.
