In a message read by Foreign Minister Denis Moncada the day before at the regular meeting of the regional organization’s Council of Foreign Ministers in El Salvador, the Sandinista executive pointed out that this right belongs to Nicaragua.
According to Moncada, the new head of the General Secretariat of SICA will continue to work during the period corresponding to Nicaragua (2022-2026), in accordance with the agreements made at the meeting of presidents in Costa Rica on June 29, 2017 and on June 11. August 2022.
“The General Secretariat of SICA is crucial to the functioning of all other organs and entities of the system. It is the engine of SICA. “The functions of the Secretary General are non-transferable and non-delegable,” he emphasized.
The head of Nicaraguan diplomacy referred to his country’s presentation of the shortlist of candidates with their respective CVs, adding that they are senior officials with extensive experience in public service and extensive experience in the field of Central American integration.
On the other hand, he appreciated the signing of the proposal to amend the Agreement establishing the Central American Permanent Commission for the Elimination of the Production, Trade, Consumption and Illicit Consumption of Narcotic Drugs and Psychotropic Substances.
Likewise, it welcomed the recommendation of the SICA Executive Committee in relation to the proposal of an institutional strengthening and legal certainty agenda aimed at strengthening the governance and regional agendas of the system.
“We ask the SICA bodies to work on implementing the planned measures, such as strengthening the legal framework of the system; among other things, greater financial efficiency, transparency and promotion of intersectorality,” he explained.
The Chancellor reiterated his country’s position not to support reform proposals to the Tegucigalpa Protocol or the Central American Union Treaty, as they aim to transform the SICA into an “international organization that does not respond to the identity or reality of our integration process.” .
“Our people deserve a solid, sovereign integration process, free from external pressures and in line with their most urgent needs: economic revitalization and the eradication of extreme poverty and hunger,” he said.
In this context, he called for cooperation so that Central America and the Dominican Republic are a region of peace, harmony, respect and development for all.
