The partially collapsed tunnel was just a fivekilometer stretch of a controversial highway the government is building to create a Hindu pilgrimage route in the region. The highway, named Char Dham, is one of the most ambitious projects of Prime Minister Narendra Modi’s government.
The aim is connect four places of pilgrimage over 889 km of road.
Work on the tunnel section began in 2018 and was expected to be completed by July 2022, but was postponed to May 2024, according to a government statement.
One of the reasons that caused a stir in the country was the cost of the work: $1.5 billion (around R$7.3 billion). Experts warned of risks, and a 2020 Supreme Court of India report concluded that the project’s impacts were not properly assessed before construction began
