Tegucigalpa, 1st June (EFE) Cuba and Venezuela reported this Thursday in the Official Journal La Gaceta.
The Sandinista leader, an ally of Russian President Vladimir Putin, issued a presidential decree authorizing the entry of an unspecified number of foreign military personnel to Nicaragua for “exchange purposes and humanitarian assistance for mutual benefit in emergencies.” in the second half of 2023.
“The transit or stationing in the national territory of military personnel, ships and aircraft of the armed forces of the Russian Federation, Mexico, Venezuela, the United States, Cuba and the armed forces and armies of the Central American Armed Forces Conference is permitted . , (Guatemala, El Salvador, Honduras and the Dominican Republic),” the decree reads.
Ortega authorized the entry of Russian troops into Nicaragua in the second half of this year to participate in operations “in a training and exchange exercise in humanitarian assistance operations, search, rescue and rescue operations in emergency situations or natural disasters” with the Humanitarian and Humanitarian Assistance Unit of the Rescue Nicaraguan Army.
It also authorized the entry of Russian Armed Forces personnel to Nicaragua “to participate in training and exchange exercises in humanitarian assistance, search, rescue and rescue missions in emergency situations or natural disasters.”
Likewise, it authorized the entry of Russian troops into Nicaragua “to conduct with the Nicaraguan naval force exchanges of experience, training and operations against illegal acts in marine areas in the Caribbean Sea and in the judicial waters in the Pacific Ocean of Nicaragua”.
Altogether, from July 1 to December 31 this year, Ortega approved entry into Nicaragua for an unspecified number of Russian soldiers, ships and planes who will, among other things, participate in “experience sharing and training in security work.”

In the same presidential decree, Ortega authorized for six months, starting in July next year, the entry of Mexican personnel, ships and planes into the national territory to participate in exercises for humanitarian purposes, training, education and exchange of experiences with members of the Nicaraguan army.
In addition, another 50 Venezuelan military personnel are participating in exchanges and training in security work, planning humanitarian relief exercises and nursing.
It also authorized the entry of Cuban soldiers.
In the case of the United States, the Sandinista leader authorized “the entry into national territory, previously planned and coordinated with the Nicaraguan Army, of United States armed forces personnel, ships and aircraft for the purpose of docking there.” Ports and landfields at national airports to conduct humanitarian relief operations and search, rescue and rescue missions in emergency situations or natural disasters by air, sea and land.
