The Peruvian government has proposed using “drastic measures” such as chemical castration on child rapists after a threeyearold girl was raped, President Pedro Castillo said last Saturday. The case drew national attention.
“Enough of this violence, crimes of sexual violence against children will not be tolerated or go unpunished by this government. The pain of this family is ours too, I am outraged by such atrocities,” Castillo said in a statement released by the Peruvian Presidency.
“This cruel and inhumane fact causes us as a country to give great consideration to adopting stricter government measures that protect the human rights of the most vulnerable that are our boys and girls, and chemical castration is an option, we cannot wait any longer.” he said.
According to Castillo, this measure, which requires the approval of the Congress of the Republic to be valid, must be included in the penal code.
The measure has already been applied in countries such as Russia, the United States (seven states), Poland, South Korea, Indonesia and Moldova.
According to a statement from the Peruvian Presidency, the health of the minors injured in Chiclayo is being monitored. In addition, the Ministry of Women and Vulnerable Populations will arrange for the child and his/her parents to be transported, if necessary, to the city of Lima for rehabilitation and psychological support. They also have legal advice.
“In this sense, the Ministry of Justice and Human Rights has convened the prosecutor’s office and the judiciary to initiate the immediate proceedings, according to the facts and evidence found against the attackers, so that this measure allows direct indictment, and within a maximum period of five days , so that the aggressors can be condemned”, informs the text of the presidency.
“Chemical castration consists of administering drugs that reduce libido and inhibit sexual desire,” he adds.
