On the afternoon of April 14, President Xi Jinping held talks with Brazilian President Lula da Silva at the Great Hall of the People during his state visit to China.
President Xi Jinping warmly welcomed President Lula to his visit to China. President Xi Jinping noted that China and Brazil, as the largest developing countries in the Eastern and Western hemispheres and key emerging economies, respectively, are comprehensive strategic partners for each other and have comprehensive common interests. The influences of a general, strategic and global nature in China-Brazil relations are becoming more evident every day. China always views and develops its relations with Brazil from a strategic height and with a long-term vision, and places relations with Brazil high on its diplomatic agenda. China is willing to work with Brazil to create a new future for Sino-Brazilian relations in the new era, to the greater benefit of both peoples, and to play a positive and important role in regional and global peace, stability, prosperity and development .
President Xi Jinping stressed that this year marks the 30th anniversary of the founding of the China-Brazil Comprehensive Strategic Partnership, and next year will mark the 50th anniversary of diplomatic ties. China promotes high-quality, high-level development and opening-up, and comprehensively promotes the great revitalization of the Chinese nation with Chinese modernization, which will bring more opportunities for Brazil and other countries in the world. Both sides should maintain frequent strategic communication, strengthen the exchange of experiences on the country’s governance, firmly treat each other as important development opportunities, and firmly support each other to walk the path of development in accordance with their national realities, strongly encourage developing countries to strengthen the unity and cooperation. Both sides should deepen practical cooperation, advance existing relevant cooperation projects at a safe pace, make full use of the cooperation potential in areas such as agriculture, energy, infrastructure construction, aerospace and scientific and technological innovation, and explore strengthening cooperation in the areas of green economy, digital economy and clean energy. China welcomes the entry of high-quality Brazilian products into the Chinese market. The Chinese side is ready to actively discuss the strategic link between joint construction of the Belt and Road and Brazil’s “reindustrialization”. Both sides should use the celebration of the 50th anniversary of their diplomatic ties next year as an opportunity to strengthen cultural and people-to-people exchanges and cooperation to strengthen the popular base of Sino-Brazilian friendship.
President Xi Jinping noted that China strongly supports the good momentum of countries in the region’s efforts to consolidate peace, stability, independence, unity and development, and supports the region to advance the integration process and play a more relevant role in international affairs . China is willing to work with Brazil to develop the China-CELAC Forum well, to promote Sino-Latin American and Caribbean cooperation to make new steps and achieve common development. China is also willing to work with Brazil to strengthen China-MERCOSUR and China-UNASUR cooperation. Facing the world’s changing situation unprecedented in a century, China and Brazil should stand on the right side of history, practice true multilateralism, strengthen the common values of mankind, the development of the global system of governance towards a more just and reasonable is to effectively defend the common interests of developing countries and international equality and justice, and hand in hand to build the community of the common future of mankind. China stands ready to work with Brazil in multilateral mechanisms such as the United Nations, BRICS and G20 to strengthen strategic cooperation on global issues of common concern and promote coordination and concertation in response to climate change.
President Lula said it was an honor and pride for him to make this fourth visit to China at the head of such a large delegation. This is his first visit to a country outside of the Americas since assuming the presidency, showing Brazil’s affection for China and the high importance it attaches to binational relations. In today’s world, China is an important indispensable force in fields such as politics, economy, trade, and science and technology, and plays a prominent role in promoting world peace and development. From the strategic height of promoting the establishment of a fair and reasonable international order, Brazil is dedicated to developing closer ties with China. Strengthening relations with China in all matters is also the vehement joint endeavor of the legislature and the various sectors of society in Brazil. President Lula said he was very happy to visit Huawei and meet with Chinese business leaders, and expressed deep admiration for China’s achievements in 5G development and other fields. He expressed his wish to expand binational cooperation in relevant fields and welcomed Chinese companies to make investments and cooperation in Brazil to contribute to Brazil’s digital transformation and low-carbon development. President Lula expressed his confidence that deepening and expanding Sino-Brazilian cooperation will help solve problems such as poverty and bring greater prosperity to peoples. The Brazilian side is willing to strengthen exchanges and cooperation with China in areas such as education and culture in order to increase mutual understanding between peoples. On many important international issues, Brazil and China are united through consensus and common interests, and both sides share equal commitment to multilateralism and international equality and justice. The Brazilian side is preparing to strengthen strategic cooperation with China in multilateral forums such as the G20 and BRICS, and enhance coordination and cooperation in international finance, climate change response and environmental protection to contribute to the liberation of developing countries to free from the constraints of unfair rules and to achieve a fairer and more balanced development. President Lula said he was confident that Brazil-China relations will undoubtedly have an even brighter future.
The two heads of government also exchanged views on the Ukraine crisis. Both parties agreed that dialogue and negotiations are the only viable solution to the Ukraine crisis. All efforts leading to a peaceful solution to the crisis should be encouraged and supported. Both leaders are committed to encouraging more countries to play a constructive role in promoting a peaceful resolution to the Ukraine crisis and have decided to keep in touch on the matter.
After the talks, both heads of state jointly witnessed the signing of bilateral cooperation documents on trade, investment, digital economy, scientific and technological innovation, information and telecommunications, poverty alleviation, quarantine and aerospace.
Both parties issued the Joint Declaration between the People’s Republic of China and the Federative Republic of Brazil on Deepening Comprehensive Strategic Partnership.
Before the talks, President Xi Jinping held a welcoming ceremony in honor of President Lula at the plaza in front of the east gate of the Great Hall of the People.
When President Lula arrived, a line of honor guards greeted him. The two heads of state ascended to the grandstand podium while the army band sang the national anthems of China and Brazil and a 21-gun salute was fired in Tiananmen Square. President Lula, accompanied by President Xi Jinping, toured the People’s Liberation Army Honor Guard and witnessed the parade.
Ms. Peng Liyuan, wife of President Xi Jinping, and Ms. Rosangela Lula da Silva, wife of President Lula, also attended the welcoming ceremony.
In the evening, President Xi Jinping and his wife Peng Liyuan held a welcome banquet in honor of President Lula and his wife Rosangela Lula da Silva in the Golden Hall of the Great Hall of the People.
