Lima, April 19 (RHC) — Peruvian Congresswoman Margot Palacios announced Tuesday the presentation of a project calling for the election of members of a Constituent Assembly.

Legislators from the co-ruling party Peru Libre stated that the project proposes that the Congress of the Republic authorize President Pedro Castillo and Legislative Chair María del Carmen Alva to make way for the constituent process.

He argued that a new Magna Carta was necessary given “the failure of the (neoliberal) economic and institutional model that has the 1993 Constitution as its normative basis”.

The project envisages the election of 300 MPs based on gender equality criteria and the tender requires only one citizens’ initiative that has the support of a million signatures verified by the national electoral jury.

Months ago, the opposition Congress passed a law requiring any initiative to amend or reform the constitution to be debated and approved by the legislature, in which those opposed to the amendment form a majority.

On the basis of the project, Palacios cites that the current constitution was drafted under the stubborn government of Alberto Fujimori (1990-2000), after the April 5, 1992 self-coup that dissolved parliament and intervened in the judicial system. .

The approval of the current Magna Carta was achieved with “arbitrary, hegemonic, harmful and corrupt exercise of power” and with the deformation of the will of the people, which then led to allegations of fraud. (source: Latin Press).
