A lazy compromise in the US Congress prevented a budget freeze at the last moment. Ukraine is paying the price. Not even the reduction of new aid to Ukraine demanded by President Joe Biden from $24 billion to $6 billion in a compromise proposal from Republican and Democratic senators could be implemented. It remains to be seen whether the Biden government will be able to approve the Ukraine package in new budget negotiations by mid-November. Chicago Congressman Michael Quigley was the only Democrat in the House of Representatives to vote against the no-aid Ukraine compromise proposal, shouting, “This is a victory for Putin!”
