Lavrov will represent Vladimir Putin at the summit in New Delhi after the president said he would not be able to attend because his schedule was “full”.
This is the second event at which Putin has been absent since the ICC (International Criminal Court) issued an arrest warrant for him on war crimes charges against Ukraine in March. The Russian president also did not take part in the BRICS summit in August.
