According to London 007, “Putin accepts considerable political risk in hopes of creating combat capabilities”, but it is “an admission that Moscow has run out of volunteers willing to fight in Ukraine”.
“Russia – the report points out – is likely to struggle with the logistical and administrative challenges of just collecting 300,000 people. It will likely seek to create new formations that will be assembled for the majority of these troops, but are unlikely to become effective combatants months ahead.”
According to the ministry report, the “limited mobilization” decided by the Kremlin is also extremely unpopular among parts of the Russian population. But it is also “an admission that Russia has exhausted its supply of volunteers eager to fight in Ukraine.”
