Russian Senate approves law to support Russian operations abroad

“In order to ensure the conduct of operations outside of Russia, the executive branch may decide to introduce special measures in the economic sphere,” outlined the text of the law published by the TASS news agency.

The law also allows the Ministry of Defence, the Ministry of Emergency Situations, the Russian Guard, the Federal Protection Service and the Federal Security Service to increase or decrease the volume of goods and services under existing contracts.

At the same time, it is permissible to change the contract amount, taking into account the legislation and within the main indicators of the state defense order.

Likewise, within the framework of the law, the government can apply special measures to provide for the “deconcession of the material assets of the state reserve, the temporary reactivation of the mobilization capacities and facilities”.

In the event of the introduction of special measures, legal entities, regardless of their legal and organizational form and form of ownership, have no right to enter into agreements, state contracts «on the delivery of goods, performance of works and provision of services».

“These provisions will ensure that Russian armed forces, other troops, military formations and entities fight terrorism and conduct operations outside Russian territory,” the document said.

Senators also approved a supplementary law amending the Russian Labor Code this Friday.

The new law stipulates that when introducing special measures in the economic sphere, the government has the right “to determine the characteristics of the legal regulation of labor relations in individual organizations, their structural departments and in individual production units”.

This measure also includes the procedure and conditions for performing work outside of established working hours, at night, on weekends and non-working holidays, as well as providing annual paid leave.
