The Bolivian ministry combats human trafficking and people smuggling

“This is a complex issue because it is a thriving business on an international level,” the vice president said in an interview with Prensa Latina.

Zambrana told this news agency that at this scale it is necessary to take into account the multidisciplinary efforts that different Bolivian ministries must carry out together.

“Faced with this problem,” argued the deputy minister, “the Labor portfolio has a dual role: on the one hand, to control employment and, on the other hand, to control the items (positions) managed by private employment agencies.”

He stressed that Labor's efforts in creating controls therefore allow us to check that these agencies are registered “so that our portfolio supports their operations and people have access”.

The Vice President added, on the other hand, that it is important to control the Ministry through the register and all the necessary mechanisms carried out through the departmental headquarters, which allows, above all, the adoption of preventive measures.

During the dialogue, Zambrana reported this Thursday that there are 55 private employment agencies for formal registration in La Paz, El Alto, Cochabamba and Santa Cruz.

For his part, the General Director of Employment, Marcelo Oliva, explained that 21 declarations were issued in Santa Cruz, 24 in Cochabamba, four in La Paz and six in El Alto.

He described that under the comprehensive Law 263 on Human Trafficking and Related Offenses, the Ministry of Labor has the regulations for the registration and operation of private employment agencies to control these companies.

The regulations establish the mechanisms, requirements and procedures that agencies must follow for their formal registration.

“If the ministry grants certification through the private employment agency's affidavit, it can ensure that its operation is legal and the relevant inspection must be carried out,” he said.

He specified that in case of complaints or the commission of a crime by these private entities, the ministry must interact with the relevant institutions to file the complaint.

The authorities made it clear that the population can check the legality of private employment agencies with the Ministry of Labor.
