The restaurateurs will pay eight million euros a year for the terrace fee after the plenary session of the city council rejected the proposal of mayor Jaume Collboni, who had negotiated the rate of 4.6 million euros a year with the group. It is the first increase in the rate since 2020, when a 75% reduction was implemented during the de-escalation of the worst phase of the pandemic.

Last week, Collboni reached an agreement with restaurateurs, signing peace following poor relations with former Commons mayor Ada Colau. With the exception of PSC, PP and Vox, the rest of the chamber voted against lowering the terrace rate. Junts spokesman Ramón Tremosa explained: “We only had 48 hours to study the regulations that were presented without negotiation.” For this reason, the party also voted against the reduction in the terrace tax. Junts sought an agreement with the Barcelona government that would reduce the IBI to 2%. “A reduction that would affect 650,000 people,” he explained.
Barcelona en Comú has followed the same line regarding the regulations, which Jordi Martí described as timid: “It was like the budgets. They are not addressing the necessary transformations and there have been no negotiations whatsoever,” he explained. Ernest Maragall of Esquerra Republicana has also emphasized that they do not yet know the model and urban project proposed by Mayor Collboni.
The rejection of the regulations and the terrace tax comes after the budget plans proposed by Jaume Collboni also failed last week, where Junts, Comuns, ERC, PP and VOX voted against it. Given the possibility that the budgets would also be canceled, the executive decided to remove the item from the agenda at the last minute.
