Boluarte participated in the laying of the first paving stone for a road in the Chiara district of the Ayacucho region, about 570 km from Lima.
The president was accompanied by Ayacucho Governor Wilfredo Oscorima when, according to television images, Ruth Bárcena silently approached, along with another woman who pulled the president by his hair.
Police and security personnel acted immediately and one of the women was arrested.
Bárcena accused Boluarte of being responsible for the death of her husband Leonardo Ancco, one of those killed in the protests in Ayacucho on December 15, 2022.
“You killed my husband, should I stay calm?” Bárcena asked after her arrest.
Chief of Staff Alberto Otárola denied the incident. “I condemn the aggression suffered today by President Dina Boluarte during an official engagement. This unfortunate fact has jeopardized the integrity of the head of state, and this is very serious. Because of the violence, we have all lost as a country,” he wrote on the social network website X (formerly Twitter).
According to the InterAmerican Commission on Human Rights, the president returned to Ayacucho for the first time since demonstrations that left dozens of people dead in the country, about 20 of them allegedly at the hands of state forces.
