After the meeting of the UN Security Council, held on Friday 14 and chaired this year by Brazil, a document called “Draft Resolution” will be drawn up based on consultations with the 15 members of the Council. According to the O Globo newspaper, Brazil, the focus of this text, called the October 7 invasion “Hamas terrorist attacks“ and called for his “sound condemnation”.

The text is still preliminary as it could take days before the final version is published. The meeting did not produce the desired results and there is a possibility that the document prepared by Brazil will become just a communiqué, that is, without the weight of international law.

In this preliminary version, according to the O Globo newspaper, the Brazilian government calls for an immediate ceasefire, the release of all hostages and defends that all parties involved in the conflict grant the United Nations access to the conflict regions for humanitarian operations. .

The text has already been sent to other council members, from whom comments and requests for changes are expected in the coming hours.

According to diplomatic sources interviewed by the newspaper, the text prepared by the Brazilian government is a starting point, but there is still a long way to go before negotiations.

This is the first time that Brazil has directly condemned Hamas and described it as terrorists. The decision to include the group’s nomenclature was a way to make the text acceptable to all members of the Council, as the United States, for example, required the author of the attacks to be named.

The UN Security Council has 15 members, five of which are permanent members and have the right to veto draft resolutions: the United States, France, Russia, China and the United Kingdom. Another ten members alternate: Albania, United Arab Emirates, Ecuador, Gabon, Ghana, Japan, Malta, Mozambique, Switzerland and Brazil. Brazil was elected as a rotating member in 2022.

Resolutions and announcements are different things. The first case involves the creation of a new norm of international law that must be adhered to by all UN members. Nine votes are required to approve a resolution; a right of veto is not possible. Publications whether in the press or in the presidential office require consensus.
