The United Nations (UN) Security Council will meet this Monday (30) in New York to discuss the progress of the conflict between Israel and the terrorist group Hamas in the Gaza Strip.
Since the beginning of the conflict in the Middle East, the Council has met six times to discuss the situation. During this period, four texts were rejected in the Security Council.
Two proposals were drafted by Russia. The other two texts were submitted by Brazil and the United States.
However, Itamaraty says there is no prospect of putting new proposals to a vote this Monday.
Nevertheless, Brazil, together with diplomatic representatives of the other 14 members of the Security Council, drafted a new text. Mauro Vieira’s presence in New York, according to Brazilian diplomats interviewed GloboNewsis a sign of the minister’s commitment to the negotiations.
Brazilian diplomacy is trying to push forward an agreement by next Tuesday (31), when Brazil’s mandate as head of the body ends. From November 1st, China will take over the presidency of the Council.
However, Itamaraty already assumes that the environment for voting and adopting a new text is not yet consolidated. Diplomats admit that Brazil may leave the body’s leadership without being able to build a consensus position.
“If I have information that there is a president of a certain country who is a friend of Hamas, then I call him: ‘Hey, man, tell Hamas to release the hostages, why should innocent people be held captive there become?’ Free them, there are people who need medicine, free the hostages. And also talk to the Israeli government […] Open the borders for the departure of foreigners,” Lula said last Friday (27).
The strategy of Brazilian diplomacy is to formulate a proposed resolution with points of agreement among the Council members. This also includes coordination to prevent a possible veto by one of the five permanent members (USA, Russia, United Kingdom, China and France).

The resolutions adopted by the body must be followed by all 193 member countries of the United Nations. The board can also set sanctions.
The text received 120 votes in favor, 45 abstained and 14 voted against, including Israel and the United States.
The resolution carries political and symbolic weight, but is not obligatory for UN member states to abide by it.
