Lawmakers approved the reform of this tool at Thursday’s regular session, which was attended by representatives of the municipalities of the states of La Guaira, Miranda and the Capital District (Caracas).

Parliament President Jorge Rodríguez said that the new law would now be handed over to the executive branch for promulgation, as stipulated in the constitution.

Rodríguez stressed that with this law they now have a fundamental instrument that has been renewed and adapted to the new times of the Bolivarian Revolution.

The President of the Legislature requested the presence of the representatives of the municipalities on the podium and symbolically conveyed the text approved by the parliamentarians.

MEP Blanca Eekhout, President of the Standing Committee of Municipalities, said that the reform of the organic law of municipal councils represents the achievement of a “participatory and protagonist democracy of the people”.

The draft reform of this legal norm was approved by a qualified majority in the first consultation at the ordinary session on November 27, 2022 and consists of 58 articles.

On that occasion, MEP Rodolfo Crespo called on Parliament to commit to returning power to the people by approving this instrument, stressing that it was part of the legacy of Commander Hugo Chávez (1954-2013).

The Organic Law of Municipal Councils was created in 2006 and reformed in 2009, and its enactment strengthens the assembly character of municipal councils, municipalities and other instances of people’s power.
