According to a joint statement, 20 diverse and pluralistic sectors and populations of Colombian society will meet in the last quarter of the year to design the methodology. This is the result of conversations and debates in the three plenary sessions of the National Participation Committee (CNP). . ).
This phase, led by the CNP, is part of the agreements between the government and the ELN at the peace dialogue table and aims to develop the way in which Colombian society will be involved in the development of an agenda leading to a major national agreement, point this out in the text.
They emphasize that these spaces will begin meeting alternative, collaborative and popular processes and media in this capital on October 6th and 7th.
Also identified this month are the sectors and population groups: urban processes; girls, boys and young people, peasantry; Rrom peoples, Blacks, Raizal and Palenquera communities; disabled population, workers, indigenous peoples, homeowners; Environmentalists, informal workers and young people.
While in November and December the meetings of the student sectors and populations take place; Faith communities, human rights, women, victims, prison inmates, business unions and diaspora.
Other civil society organizations, such as academics from various public and private universities and young people on the frontline, are promoting autonomous meetings to help shape the participation methodology.
In addition, 10 regional meetings will be held corresponding to the Pacific Coast, Southwest, Northeast, Orinoquia, Amazonia, Caribbean, Center, Coffee Region, Antioquia and Magdalena Medio.
The design phase ends in February 2024 and defines the criteria and scope to ensure the central role of society in the participation process.
In addition, the themes, methods and scenarios for participation are developed within the framework of a national, consultative and pre-positive process leading to the participation model, the national participation plan and recommendations for the peace dialogue table between the national government and the ELN.
On August 3, the government of Gustavo Petro and the ELN, faced with the presence of more than three thousand people from the areas affected by the armed conflict, appointed as official the CNP, a temporary and special body composed of 81 delegates from social and ethnic movements, various organizations , unions and institutions.
The National Participation Committee wishes to contribute to the construction of the National Agreement proposed by the Petro government to implement the changes envisaged in its government program.
