Article 251 states that when counting, the ballot box is opened and the ballots cast are removed from it and counted in order to compare their number with the number of voters who voted according to the electoral list (electoral registration). .
As soon as the removal of the ballot papers from the ballot boxes is completed, the envelopes with the protested ballot papers are set aside and it is checked whether their number corresponds to the number of declarations of protest submitted and the number of envelopes corresponding comments in the minutes of the electoral college. Envelopes containing protested ballots will be packaged unopened.
