“It appears that speed and reckless driving were factors in this incident,” the police statement said.

A witness reported seeing a black SUV speeding past that police said struck a fire hydrant.

He heard a crash and went to the scene, where he found the driver of the car that appeared to have been struck by the SUV, KGO-TV reported.

The witness said he helped the man, believed to be the father of the two boys, get one of them out of his car.

A neighbor told KTVU that he and his brother heard the accident and quickly went outside.

“I and other people from the neighborhood broke down the car doors to get the young man out,” he said.

While trying to help the boys, he noticed two people fleeing the scene.

“I just saw people running. “Nobody cares who’s running, we’re just trying to save people’s lives,” he said.

The witness added that it was a gruesome scene and the boys were obviously in a terrible state when they found them.

“His whole face was covered in blood. He fell unconscious. I don't know if it was his brother or cousin or whoever, they were two young men. And we just pulled him out and started praying for him.'

“And they were young. All you could see was that they had youth in their faces.'

It is not yet clear whether the two boys were driving the vehicle at the time or whether they had a driver.

The next morning the fire hydrant was repaired as water was still pouring into a nearby gutter.

Antioch Police are asking the public to contact the department with any information.
