The name chosen is probably not the most immediate: Iscro. It stands for “Extraordinary Income and Business Continuity Allowance”. However, it is actually a type of severance fund for professionals and small businesses VAT identification numbers who lose their job and their income drops as a result. You will be able to rely on it a check worth between 250 and 800 euros, paid by the INPS for six months. The maneuver turns a measure that has already been tried out in recent years, first during the pandemic and then with the war crisis in Ukraine, into a structural measure. Above all, it will contain some new features. The first and most important thing is that all professionals and VAT numbers who have provided a VAT number have access to support Income up to 12 thousand euros. In the first attempt at this regulation, the income was set at 8,145 euros.

In short, the audience is expanded. The other news is that to access help you will need to prove that you have suffered a “loss” of at least 70 percent of your income compared to the last two years. In fact, a real drop in sales. How is compensation calculated? It amounts to 25 percent of the income declared by the trader or by the VAT identification number in the two years before the year in which the application was submitted. The result of this count has a double limit, a lower limit and an upper limit. The check paid by the INPS, as already mentioned, cannot exceed 800 euros per month for six months, but cannot be less than 250 euros. To submit the application, the VAT identification number it must have been activated for at least three years. But there are also other limitations that must be taken into account. Firstly, those applying for Iscro do not have to have a pension or even receive the integration allowance. You will then have to prove that you are up to date with the mandatory contributions.
Should the VAT number be closed during the payment of the benefit, payment would be stopped immediately and all monthly payments made after the closure would be refunded. How is Iscro financed? From January 1, 2024, a contribution of 0.35 percent will be levied on income from self-employment. To get help, simply apply to the INPS (following the requirements described above). According to the law, the National Insurance Institute must pay the Iscro from the day following the day of submission of the application. The technical report accompanying the measure estimates that around 4,500 people should apply for the benefit in the first year of application of this measure.

THE INTERVENTION
Iscro is not the only supporter of VAT numbers. On Friday, the government approved the tax reform agreed two-year budget. The measure allows taxpayers to settle their income with the tax office for two years in advance. The Revenue Agency will make the membership proposal available to VAT registration numbers by April 2024 (although when fully operational the deadline is March 15). Taxpayers can join until July 2024 and in subsequent years until June. The agreement is aimed at taxpayers with a VAT number “who carry out business, artistic or professional activities, both those who pay the flat rate tax and those who apply the synthetic reliability indices”.
