Rodríguez explained that this consultation mechanism is provided for in Article 71 of the Constitution and is intended to ensure that the Venezuelan people, through direct and secret voting, make decisions and strengthen the inalienable rights over the territory of Guayana Esequiba.

Furthermore, history and law confirm that this region of the country “is an indissoluble part of the sacred ground of the country.”

The Venezuelan Parliament, with two thirds of the votes of the deputies, calls for a consultative referendum so that all people, men and women, have their say and the Bolivarian Republic says: “This is my indissoluble territory,” emphasized the deputy.
