In the city of Valdosta, Georgia, lifeboat crews rescued residents trapped in homes.
The most dangerous consequence of the storm is the winddriven wave surge that is expected to inundate lowlying regions.
According to the Florida Highway Patrol, two drivers died Wednesday.
In Florida, more than 280,000 homes and businesses were without power, and in Georgia, 160,000 customers were equally affected.
