The Human Rights Commissioner of Ukraine’s Parliament, Dmitro Loubinets, released a video on Thursday (November 17) showing what he described as a torture chamber used by Russian forces when they occupied the Kherson region.

Dmitro Loubinets posted the video on social media after Ukraine’s Interior Minister announced investigators had discovered 63 bodies showing signs of torture.

electric shocks

Russia claims its soldiers do not target civilians or commit atrocities. In the video, a middle-aged man claims he was held in one of the rooms for 24 hours. He says he was tied to a chair and given electric shocks “until he passed out.”

“They asked the questions they wanted and got the answers they wanted,” he said. “One by one. They prepared a series of questions and wrote whatever they wanted.” According to Dmitro Loubinets, the places were not designed to accommodate large numbers of people.

Not allowed to go to the toilet

The Ukrainian parliament’s human rights commissioner said up to 25 people were being held in a confined space at a time. “You can see that the detainees here were not allowed to go to the toilet,” he explains in the video posted on Telegram and Facebook.
