Compensation for companies most directly affected by the effects of the war in Ukraine should be calculated based on three requirements. It is not easy to build a support mechanism for a new issue such as the impact of conflict. At the moment, Minister Giancarlo Giorgetti’s proposal is based on a request to the Economy Ministry, which is still quite limited at 200 million, and is aimed at SMEs, ie excluding large companies.

The fund aims to at least partially compensate for lost sales due to falling demand, disruptions to existing contracts and projects, and crises in the supply chains. In order to access non-refundable grants, SMEs should cumulatively meet three conditions.

The study conditions

The first is the direct or indirect realization of commercial transactions over the past two years, including procurement of raw materials and semi-finished products, with Ukraine, Russia and Belarus, which account for at least 20% of the company’s total turnover.

The second condition is that in the most recent quarter, the company has seen an increase in the average cost of purchasing raw materials and semi-finished products of at least 30% compared to the average for the same period in 2019, the last previous quarter. covid year.
