UN investigators have released their first report on the war in Ukraine since the Russian invasion. They state that “the transfer and deportation of children within Ukraine or to the Russian Federation” constitutes a “war crime.” In addition, “waves of attacks by Russian forces beginning October 10, 2022 on Ukraine’s energy infrastructure and the use of torture by Russian authorities could constitute crimes against humanity.” However, the report does not conclude that there was a “genocide” in Ukraine, although “certain aspects may raise questions about this crime”.
