Ministry of Foreign Affairs MINEXreported that the Mexican government has introduced new rules for applying for a visitor visa.
As of October 22, the Embassy of Guatemala in Mexico is adjusting the regulations for foreigners wishing to travel through Mexico with stops at international airports.
As of the relevant date, all foreigners traveling through international airports in Mexico, regardless of the waiting time during the connecting flight, must have a visitor visa that does not allow them to engage in paid activities.

These measures are consistent with Article 37 of the Mexican Immigration Law.
The exception to the Mexico rule
In addition, the Guatemalan Embassy in Mexico informs that these regulations apply to Guatemalan citizens who do not have permanent residence in Canada, the United States, Japan, the United Kingdom or any other country that is part of the Schengen area, as well as to the member countries of the Pacific Alliance.
