Second workshop day this Tuesday, February 27th, on the topic of domestic dialogue. This dialogue, which is intended to enable “national ownership of the peace process”, was announced almost two months ago on the occasion of the New Year and was equipped with an impressive steering committee – 140 people – at the end of January, which is now submitting proposals for a work plan that will be approved by the committee itself until Thursday as well as validated or amended by representatives of the regions – especially the governors – and the diaspora. The intermal dialogue, once it begins, will have to last a month. This dialogue is presented as a 100% national alternative to the now officially broken 2015 peace agreement negotiated in Algeria under international mediation and involves all communities, all regions and all profiles of Mali – institutions and representatives of the state, the army, traditional leaders, religious or socio-professional organizations, refugees – but without including the main actors of the conflict, namely the rebels of the CSP (Permanent Strategic Framework), signatories of the 2015 agreement.
The program provides for four advisory levels and three working days each: local level – 50 to 100 participants -, regional – 100 to 200 participants and for the Bamako district alone even 600 to 800 – embassies and consulates – 50 to 100 participants – and finally national – 1,000 to 3,000 participants are planned for this final meeting in Bamako.
Five themes are proposed: peace and national reconciliation, but also political and institutional issues, economics and sustainable development, defense and security or even geopolitics and the international environment. A more than extensive program that should result in a final report and recommendations. “General objective,” says the official document: “The restoration of peace, social cohesion and national reconciliation.” » Work in the workshop began on Monday morning under the patronage of interim Prime Minister Choguel Maïga. It's supposed to end on Thursday.
