Romania: stray dogs are a problem
Stray dogs have been a problem in Romanian cities for decades. Thousands of animals live together in packs that aggressively defend their territories. People get bitten all the time.
So far, Romanian authorities have struggled with the problem without success. Neutering campaigns, overcrowded animal shelters and the occasional killing of stray dogs have so far failed to significantly improve the situation. (lha)
