FACT SHEET: United States continues to target Russian oligarchs, allowing war of Putin’s choice

Today, the United States, in coordination with allies and partners, is targeting additional Russian elites and family members who continue to support President Putin despite his brutal invasion of Ukraine. These individuals have become rich at the expense of the Russian people, and some have raised their family members to high positions. Others sit at the helm of Russia’s largest companies and are responsible for providing the resources needed to support Putin’s invasion of Ukraine. These individuals and their families will be cut off from the US financial system, their assets in the United States will be frozen, and their assets will be blocked from use. The Ministry of Finance will share financial intelligence and other evidence, where appropriate, with the Ministry of Justice in support of prosecution and seizure of assets.

Today, the United States will sanction an extensive list of people close to Putin and their families. One of the elites is Alisher Burkhanovich Usmanov, one of Russia’s richest men and a close ally of Putin. His property will be blocked from use in the United States and by Americans – including his superyacht, one of the largest in the world and just confiscated by our ally Germany, and his private jet, one of Russia’s largest private jets. . The United States will also sanction Dmitry Peskov, who, as Putin’s spokesman, is a major provider of Putin’s propaganda. The United States will also impose visa restrictions on 19 oligarchs and 47 members of their families and relatives. As President Biden said, we will continue to work with our allies and partners to hold accountable Russian oligarchs and corrupt leaders who benefit from this violent regime.

The United States and governments around the world will work to identify and freeze the assets that Russian elites and their families own in our jurisdictions – their yachts, luxury apartments, money and other ill-gotten gains:

Completely blocking sanctions against an extensive new list of Russian elites and members of their families that allow Putin:

  • Nikolay Tokarev (his wife Galina, daughter Maya and his two luxury real estate companies)
  • Boris Rothenberg (his wife Karina and his sons Roman and Boris)
  • Arkady Rotenberg (his sons Pavel and Igor and daughter Lilia)
  • Sergei Chemezov (his wife Ekaterina, his son Stanislav and stepdaughter Anastasia)
  • Igor Shuvalov (His five companies, his wife Olga, his son Evgeny and his company and plane, and his daughter Maria and her company)
  • Evgeny Prigogine (his three companies, his wife Polina, his daughter Lyubov and his son Pavel),
  • Dmitry Peskov, President Putin’s spokesman
  • Alisher Usmanov (His superyacht, one of the largest in the world and just seized by our ally Germany, and his private jet, one of the largest private jets in Russia)

Visa restrictions on 19 Russian oligarchs, their 47 family members and close associates: Today, the State Department announces a new visa restriction policy to restrict the issuance of visas to certain Russian oligarchs, members of their families and close associates. These oligarchs are known to lead, empower, finance, significantly support or carry out malicious activities in support of Russia’s destabilizing foreign policy. In the initial action on this policy, we took steps to impose visa restrictions on 19 oligarchs and 47 family members and close associates.

Sanctions for complete blocking of disinformation purposes: The Ministry of Finance will nominate seven Russian legal entities, the SDN Foundation for Strategic Culture and the related editions “One Motherland”, “Rhythm of Eurasia” and “Camerton Magazine”; SouthFront; SDN InfoRos; A new eastern perspective; Oriental review; United World International; and geopolitically. In addition, the Ministry of Finance will identify 26 Russia-Ukraine-based individuals who play a central role in these organizations, allowing the Russian government to spread misinformation and influence perceptions as part of their invasion of Ukraine. These actors are spreading false stories that advance Russia’s strategic goals and falsely justify the Kremlin’s activities.
